The organizer will extensively call upon participants from counties (city, districts), functional areas, industrial parks and enterprises, release information of demand for talents and technologies at overseas project collection institutions and Entrepreneurship Competition for Global High-level Talent 2021·Taian (hereinafter referred to as “the Competition”) official website and activate project matchmaking.

Participants should log in the official website of the Global Talent Network - Innovation and Entrepreneurship Competition (http://tscs.globaltalent.net), select the competition region listed on the website according to his/her own geographical location, and submit documents for signing-up. Applicants’ information must be complete, accurate and real.

This process will be organized by a third-party service institution with the assistance of municipal departments. After comfirming projects for the preliminary contest, the competition organizing committee will determine entrants for the final round;

A specific programme of the final will be carried out according to the actual situation of COVID-19 prevention and control, . The specific date and venue for the final will be notified later.

The competition includes following specific fields: new generation of information technologies, high-end equipment, new materials and high-end chemical technologies, medical care and health, tourism, cultural and creative products, high-efficient ecological agriculture etc. (details showed in the supplement). Participants can apply for two competition categories: entrepreneurial projects & entrepreneurial enterprises.

Overseas divisions: European division, Asian division Domestic divisions: Northern divison (covering the areas north to the Yangtze River) Southern division (covering the areas south to the Yangtze River) The divisions are set to recruit entrepreneurial talent projects from China and around the world.

The competition has 5 first prizes, 11 second prizes, and 13 third prizes.

1.The candidate must meet the following requirements: (1)The enterprise of the candidate has been established within the administrative districts of Tai'an City, and the enterprise is being operated in good condition without bad records including illegal operation; (2)The candidate must be the main founder and the largest shareholder of the enterprise, the equity percentage of the candidate is generally not less than 30% of the total shares; (3)The candidate must hold professional and technical positions equivalent to or higher than associate professors in well-known domestic or overseas universities and research institutes, or have independent entrepreneurship experience at home and abroad as an expert in related professional fields, or have held intermediate or senior positions in renowned companies with strong innovation and entrepreneurship spirits, market development and management capabilities; (4)The candidate must possess independent intellectual property rights or master core technologies (at least one invention patent / animal and plant new variety rights / integrated circuit layout-designs rights / software copyrights, etc. related to its main business), and its technological achievements must reach advanced international standard or fill the domestic gap, can lead the development of related industries, has good development potential and can carry out industrialized production. 2.The enterprise established by the candidate must meet the following requirements: (1)The establishment date of the enterprise must be 1 to 5 years ago (July 1, 2016-June 30, 2020) with independent legal entity; (2)The actual capital in place of the enterprise is not less than 1 million RMB In addition, the company's main business’s income in 2020 was not less than 2 million RMB; (3)It has an entrepreneurial team with consistent goals, a reasonable structure, and close cooperation, a complete project plan, a clear business model, and possesses a good market development prospect.

1.The candidate must be the person in charge of the entrepreneurial project with strong innovative and entrepreneurial spirit and market development and management capabilities, and have not registered any enterprise in Shandong Province; 2.The project must be in line with the industrial development direction of Tai'an City, have good development potential and be able to lead to industrialized production; 3.The project's technological achievements must be industry-leading, have strong entrepreneurial desires, complete business plans, clear business models, and good market development prospects. 4.In principle, the candidate must have a strong intention to launch and implement the project in Tai'an; 5.The core members of the project must ensure that the submitted materials are true and valid, and they have legal independent intellectual property rights or rights of use (authorization) for the participating projects, and have no intellectual property rights disputes with others. The participants shall independently bear the consequences resulted from infringement of intellectual property rights.

1. Candidates can only choose one field in one category to participate in the competition. 2. Candidates who are insupport or management period of the national / Shandong province key talent project will not be permitted to sign up for the competition. 3. Candidates for category “entrepreneurial enterprises” who meet the application requirements of the competition and whose entrepreneurial enterprises have obtained equity cash financing of more than 10 million RMB in the past 3 years (July 1, 2018-June 30, 2021), can directly enter the finals of the competition and be granted the priority of support under the same conditions with other candidates. Such candidates shall be recommended after review and confirmation by the scientific-technological and organizing departments of the counties (city, districts).

1.The prize of the contest will be distributed in two times: Those who win the first, second, and third prizes will be awarded 50,000 RMB, 30,000 RMB, and 20,000 RMB respectively after the competition, and granted with certificates at the same time; 2. Candidates who will register their enterprises in Tai'an within one year after the competition based on their award-winning entrepreneurial projects and meet the relevant requirements will be given a one-time reward of 200,000 RMB after review and confirmation. 3. Each entrepreneurial project winner who is invited to Tai’an to attend the award ceremony and project landing matchmaking events will be given a one-time transportation subsidy of 2,000 RMB.

Rewards will be given to the agencies that promote entrepreneurial projects, among which for each project in the finals there will be a reward of 2,000 RMB, for each award-winning project in the finals will be a reward of 3,000 RMB, and for each award-winning entrepreneurial project that land in Tai'an within one year after there will be an additional reward of 10,000 RMB.
2. At the same time, for agencies, social organizations and individuals that play a direct and key role in introducing high-level talents to Tai'an aiming at innovation and entrepreneurship: Those who have introduced top domestic and foreign talents in a full-time form will be rewarded 500,000 RMB after review and identification; Those who have introduced national-level talent project experts will be rewarded 200,000 RMB.
3.For domestic and overseas organizations that have actively organized the recommendation and sign-up process for the competition and obtained good results, a selected number of them will be identified as the Tai'an City Talent Attraction Workstation, and will be given an annual work funding award of up to 200,000 yuan .

For candidates of the award-winning entrepreneurial enterprises and candidates whose award-winning entrepreneurial projects land in Tai’an within one year after the competition to for result transformation implementation in Tai'an within one year, they will be selected and included in the management of the "Taishan Elite Leading Talents" after comprehensive verification, and obtain a reward of 500,000 RMB in accordance with relevant policies.

For entrepreneurial projects that land in Taian, the city, districts (counties, city) and parks will coordinate with each other to assign customer service executive, open green channels, comprehensively use talent and technology support policies, industrial development support funds, land supply policies, etc., and provide one-stop precise services for project registration, office space, investment, financing protection, etc. According to the personal wishes of the winners, they can have access to the policies of "second batch" settlement, use of talent apartments, and house purchase discounts.

For the top talents and teams at home and abroad who come to Taian to implement the transformation of results within one year after the competition, the implementation of "case by case approval system", they will be provided comprehensive support of up to 100 million RMB in forms of project support, entrepreneurship support, equity investment, etc. after review and identification.
